Work light
Also called work lights, work lamp, utility light, led work light
A work light is a flood lamp for lighting the ground around a stopped vehicle while you work, and since nothing about its beam is shaped for oncoming eyes, it is a lamp to use parked and to switch off before moving.
What is a work light?
The wide, even flood on the back of a tractor, the boom of a tow truck, and increasingly the rack of an overland rig. Baja Designs describes its work and scene lens as suited to tasks that require good visibility across a work area, naming construction sites, camp setups and pit areas, and that list is the definition: places, not roads.
Optically it is a flood beam, often the widest one a maker sells, with no cutoff and no aim requirement, because its whole job is to fill a volume of space with even light. Those are virtues over a workbench and defects everywhere else.
Why it is not for driving
Every lamp meant to be driven behind has an envelope engineered into it. Headlamps answer to FMVSS 108, driving lamps to SAE J581, fog lamps to J583 with its candela ceilings above the horizontal. A work light has no equivalent, and we could find no photometric standard that treats one as road lighting, and that absence is the definition rather than a gap in it. Lit while moving, it throws light at eye level in every direction including at whoever is facing you, and in dust or fog it lights the air beside your own head.
California's nearest rule shows the shape, though it names a different lamp: Vehicle Code 24411 covers forward-facing off-highway headlamps, not work floods, and requires them wired independently of all other lighting circuits and, whenever the vehicle is on a highway, covered with an opaque hood and turned off. No section reaches a rack-mounted work flood by name, which leaves that same discipline, its own circuit and off on the road, as the default to borrow.

It defines no beam pattern of any kind, so it does not weigh against spot or flood specifically. Later revisions are paywalled. J581 Auxiliary High Beam Lamps (https://saemobilus.sae.org/standards/j581_201102-auxiliary-high-beam-lamps) and J583 Front Fog Lamp (https://saemobilus.sae.org/standards/j583_202005-front-fog-lamp) are the two beam-pattern standards, and we have not read either. The reason they are not free is itself informative: we searched the FMVSS incorporation-by-reference list at 49 CFR 571.5 (https://www.ecfr.gov/current/title-49/section-571.5) and neither appears in it. FMVSS 108 incorporates six SAE documents, covering bulb sockets, lamp bulbs, headlamp aiming, driver eye range and discharge forward lighting, and no driving-lamp or fog-lamp standard among them. That is the FMVSS list specifically; we make no claim about other US regulations.

We have the candela envelope and the cutoff gradient; we have not read J583's own text. It was published by a lamp maker whose two products passed and three of whose competitors failed, which is worth knowing when reading the framing, though the measurements are Calcoast ITL's. J583 is absent from the FMVSS incorporation-by-reference list at 49 CFR 571.5 (https://www.ecfr.gov/current/title-49/section-571.5), since fog lamps are optional equipment FMVSS 108 does not reach, which is why no free copy comes with the passenger-car rules. It is incorporated elsewhere: 49 CFR 393.7 approves it by reference for 393.24(b), the commercial-vehicle rule.
